Strategy approach
Build a rule-based strategy that enters short USOIL on the H4 timeframe when price breaks below the lower Bollinger Band and RSI(14) is less than 35. Exit the trade if price crosses back above the 20-period simple moving average, with a hard 3% stop loss and a 14-day max hold.
